Great insight into this issue.  I have run across this dilemma repeatedly and the trap many fall into is that they think developing software in-house is the cheaper better solution, but to your point, companies need to solve the problem first, and then automate it with software.  The other thing they need to think about is do they want to get something off the shelf and let someone else worry about the upgrades, maintenance, and bugs rather than getting into the software development business.  Getting into sofware development instead of focusing on core competency is a trap I have seen too many companies fall into.
